OBJECTIVE
This activity aims to support the quality improvement of KLHS-RPJMD documents in GEF Indonesia SCIP pilot cities (Palembang, Balikpapan, Bitung, Semarang, and DKI Jakarta), mainly through identification of cities strategic issues and a comprehensive environmental carrying capacity analysis using a systems-based approach (systems thinking and system dynamics) and incorporation of WB ESS requirements.
SCOPE OF SERVICES
1. Identify baseline conditions and strategic issues related to environmental carrying capacity, which include the carrying capacity of water, energy, land, food, waste (solid waste and wastewater), social and economic conditions, the vulnerability level towards the climate change disasters, greenhouse gas (GHG) emissions baseline, as well as the condition and potential of biodiversity.
2. Identify existing multi-level (national, regional/province, and city level) policies related to urban development covering economic, social and environmental sectors, which affect the environmental carrying capacity. This activity must include the work result from activity A.2.1 Consultant Firm of Review of Procedures for Integration and KLHS Policy Recommendations into the RPJMD - specifically the stocktaking of existing policies regarding the preparation of KLHS RPJMD.
3. Review the draft of KLHS RPJMD that is currently being prepared by the Palembang, Balikpapan, Bitung, Semarang, and DKI Jakarta Governments and identifying gaps related to alternative scenarios for policy recommendations and the impact analysis of strategic sustainable development issues as regulated in PP No. 46/2016, which encompasses six (6) aspects: environmental carrying capacity, potential environmental risks and impacts, performance and ecosystem services, biodiversity potential and resilience level, intensity and area coverage of natural disasters and climate change, as well as the quality and availability status of natural resources. The review shall also identify scenarios that need to be strengthened to ensure compliance of the KLHS RPJMD to the World Bank’s ESSs.
4. Conduct discussion with the Local Governments and dedicated consultants who are working on the preparation of KLHS RPJMD in Palembang, Balikpapan, Bitung, Semarang, and DKI Jakarta regarding the result of identification and review of Task 1. Furthermore, discussions with the local government will be held at least once in a month either through the offline or online meeting. Initial discussion aims to confirm the baseline data of environmental carrying capacity and its analysis, strategic issues, alternative policy recommendations, and findings based on the reviewing activity of the current draft of the KLHS RPJMD. The subsequent monthly meeting will primarily discuss the progress of the system dynamics modelling, including the scope of Causal Loop Diagram (CLD) and Stock Flow Diagram (SFD), and to what extent they reflect the actual condition of each city.
