Sustainable
Capacity Building for Decentralization’ (SCBD) is a cross-sector program of
institutional capacity building for local governments with the principal goals
are:
(1) More
efficient delivery and maintenance of public facilities in accordance with
minimum service standards of the GOI
(2) More
efficient promotion of equitable economic development
(3) More
efficient management of poverty reduction programs
(4) Institutionalization of good governance practices
